We're a pretty lax family, I've let my little kids color their hair with fun temporary stuff a few times. My 10 year old (who is really mature for her age) has very dark blonde hair and wants to bleach her hair to be blonder so that a temporary color will show up. I'm not sure what age I should allow her to permanently change her hair color like that.
