Advice needed: Toddler behavior during walks, suddenly refuses to walk and goes limp

My toddler is definately asserting his independence by going limp during walks. In this post I'm really looking for ways to work with him on this behavior, I need advice.We walk small, short walks together when the weather is nice. During the walks he holds my hand, and I match my pace to his. I guide him only onto sidewalks and off of streets, and we keep the walk short so he doesn't become overtired. Mostly it begins when we're crossing the road, he suddenly hangs from my hand and his legs to limp. He'll keep doing it, walk a few paces, then go limp again. No crying, no whining or talking, just limp like a noodle. My response is to just let him crumple up on the ground (as long as there isn't anything there to hurt him) and wait silently for him to start walking again.I've gone over checklists to make sure it isn't anything else. His shoes fit and are comfortable, the walks are short so he's not tired, and he enjoys the walks because he brings me his shoes when he wants to go out.Any help is appreciated.
