3 year old waking up over and over and over again

Our 3 year old has always been a great sleeper. Even when she was an infant, she slept almost the whole night through. She is waking up every couple of hours (maybe even more than that) and asking for just unreasonable things: water, potty (when she doesn't need to go), take her blanket off, pull her blanket off, and no kidding last night her arm was out of the blanket and she wanted us to put it back under the covers. She is not waking up quietly either, she starts yelling "MOMMMY" or "DADDDYY" over and over. I wonder if this is some sort of natural progression with her or if something else is going on.
