My friend's little brother sleeps in his own pee

First off, I apologise in advance for if this is posted into the wrong subreddit, but I don't know where else to get help with this. So, a friend of mine's little brother, who is fourteen years old, has been throwing tantrums after she took away and hid his laptop after he spends almost every second of his life using it. He's been sulking around and trashing both his and her room in retaliation. She promised that he would get it back as soon as he cleans his room, which has a scent so bad that she frequently gags whilst passing by because of the scent.Before taking away his laptop, he would need to be reminded, and even forced to shower, and would be using said laptop whilst sitting on the bed that he still keeps wetting without bothering to change.
