MIL buys birthday gifts for for only one of my kids. Second year in a row. I'm pissed

My MIL goes to Arizona over the winter, and misses our youngest kids birthday. Second year in a row she comes back, no gift. However she's already asking about paying for a summer camp for my oldest kids birthday gift, coming up. I let it go as a one off last year. Now I'm pissed. I left so many hints.
