Preschooler NO phase


So my son is around 3 and a half. He’s had a speech delay since about 18 months and has now been assessed by the school district as having special needs.He does pretty well with most things, but language (especially expressive) has been a challenge and he seems to have sensory seeking/avoidance. We don’t believe he has ASD, but, that’s another topic.He has recently gone whole hog in the NO phase. No I won’t go potty, no I won’t pick up my dishes, no I won’t put on my clothes, no I won’t come when you call me...just EVERYTHING is a no...He’s a bigger kid, so when he drops to his knees, back he’s nearly impossible to control (for me it’s fine, but my wife can’t) and it has made getting ready in the morning to go to school/daycare/work and bedtimes a complete nightmare.I honestly have no clue what to do, we thought this would work itself out like most other phases, but we are weeks in and have no idea how to control/extinguish this behavior to replace it with more appropriate...Any advice?
