Disturbing thing said to my 7yo daughter at school

A boy in her class came up to my daughter and said “I want to cut off my penis and shove it in your mouth.”Daughter confided in my wife who immediately contacted the teacher, and the boy has been seen by the principal and had his parents contacted.What this young child has said is very disturbing, I’m wondering if it indicates that he could be a target of abuse himself?
