should I be worried?

My son is almost 4. He is a little behind speech wise, like we talk english at home, he speaks another language in school, and a thrid language on the street. So I can understand why he is a little behind in the speaking area and everyone is telling us not to worry.So, on to the story. As I said before it is very hard or imposible to find out how he is doing at school, we ask and we get non answers or a pouty face, sometimes he mentions the name of other kids or a game they played. So not much info there.A few days ago my wife went to pick him up and she sees a girl, around 7-10 (she says it was hard to guess her age). Come running to him calling his name, and then she pulls the front of his trousers and points at his penis, giggles and runs off. Not five minutes later my son is on the pram, and she comes and does it again. This time the teacher sees her and tells her to stop it.He looks more or less like the kid on the sidebar, and in this part of the world his looks are a bit rare but not extraordinary, still he gets a lot of unwanted attention as he is quite shy.
