My cousins 9 month old son just passed away suddenly. How do you address this when a 2 1/2 year old asks?

My son loved this baby. He has a nickname for him and asks for him daily. How do I address this? Do I tell him he's never coming back or just keep telling him he can't come over until he basically forgets about him? We see my cousin and her husband every weekend. We're close.
