At what age would you give your kid a cell phone?

My 7yo has my dads old iPhone. She uses it for games when connected to our WiFi, but it is not active. She's asked to get a plan so she can FaceTime her grandparents or text them...but I'm not sure that's necessary. She can use my phone for that if she really wants to talk to them.She doesn't need it for safety since she's always with adults and it certainly isn't needed for school or after school since she stays in a post school program until pick up.I realize there are kids in different situations who may need a cell plan (home after school, walking longer distances, etc.)Bottom line, is there a right time to give a kid a cell phone?
