2yo panics when she isn't wearing a diaper... How to potty train?

Even when we shower now she cries for her diaper screaming, "Pee! Poop! Mama, diaper!" She is seriously distressed. She will sit on a potty, but she is verbal about only peeing in her diapers, and never has peed in the potty. 6 months ago I attempted potty training, she peed on her legs and it caused her to become hysterical and she has refused to be without a diaper since. I had hoped she'd forget about it and get over it, but she hasn't. Anyone else have this issue? How did you help your kid get over it? Should I wait until she's older (she's 26 months) or 'rip off the bandaid' before it becomes some huge thing?
