6 year old refuses to get a haircut


First time poster here.My 6 year old has NEVER been a big fan of haircuts. We even have pictures of him crying through his first haircut. But now, he is in first grade this year and the charter school he attends told us that he needs to get a haircut or else he will be kicked out. They are more lenient about this policy in preschool and kindergarten (so it wasn't a problem back then), but starting at first grade all students are required to follow the dress code. Their dress code for boys states that hair must be above neck level in the back, and the forehead must be showing in the front. They don't allow boys' hair to be tied up in any way. They say they have this policy so students look presentable and aren't distracted. However, my son absolutely refuses to have a haircut and goes into full-on meltdown mode at the THOUGHT of a haircut. We've tried child-friendly and normal barber shops, giving him a haircut at home (this is what seems to work the best, but he still has a meltdown), distracting him with a book, toy, or his Ipad (we never let him use his Ipad except on long road trips and special occasions), and letting him watch me (his dad) have a haircut. We even tried buzz cutting his hair in his sleep, but he's a light sleeper and got woken up easily by it. He's not scared -- he just hates having his hair cut. I really don't know what to do here.
