Mental disorder? Teenager behavior?

First of all, I am writing for my parents to see if anyone dealt with this or has an idea on dealing with this? My parents and younger siblings live in a 3rd world country where therapy and mental hospital is the same thing and is looked down on so finding a therapist to work through things is not an option unless you are completely lost it. Here is a situation. My younger sister was adopted, ever since she was adopted( 2 years old) she was always possessive of her things, which my parents made sure she had her own things and her own space to recover from being in a group with over 30 kids and 1 nanny. Well this whole possessive thing didn’t go away which wasn’t really an issue other than her getting really upset if something broke of hers or hiding things. Well now she is a 14 year old and the whole obsession over her things is getting stronger. Like mom will take her shopping and buy clothes/shoes/stuff she picks and likes and wants to get and then she just hides them in her closet and keeps on wearing worn out old clothes. When mom makes her change she gets upset down to tears that she doesn’t want to wear her new clothes because she is trying to save them and not ruin. Keep in mind my parents live well above middle class so it’s not like if the dress get ruined she’ll never get another one. Well she had some old underwear so mom went with her and bought a whole new sets that she liked. They came home and thew away all the old ones. Well two weeks later mom finds out she has been wearing the same underwear(without washing it) she had on the day they threw away old stuff because she didn’t want to open the new ones as she wanted to keep them brand new. She literally has been taking showers and putting on the same stinky underwear for two weeks! She does it with everything, socks, underwear, clothes, shoes (she grows out of it but will wear it until it literally has wholes on the bottom). My mom literally doesn’t know what else to with it because it’s just crossing the line. She also gets bullied in school (mom thinks partially due to her skin color partially due to her looking like a bum, so she tries to dress her up nicely but it’s just becomes a fight every single time).
