Do parents usually arrive late when with kids?

Hi everyone.Married couple here, but we don't have kids. But my two brothers do. And for the last years they've always arrived late to whatever event it is. They always say "having kids takes forever to get them ready" and I have been with them enough to know that they do take a while to get ready. But more often than not if we're meeting at 10am they often won't show up until 11:30 or 12... I don't find this normal behavior. I think they're just lazy and don't plan enough in advance to get people out the door, but I could be wrong.
