Potty Training

I have a little boy that will be 3 in June. We've tried multiple times to potty train and he just doesn't grasp it.We've tried letting him be naked, peeing in his underwear and letting him sit in it so it's uncomfortable, we've tried prizes for when he does go in the toilet, and watching our phone as a reward.Nothing is working.
