How do I teach my daughter that there are things more important than the tv?

My 10 year old daughter is hopelessly stuck on the tv to the point where she cant clean up after herself without very specific step by step instructions.Her room isn't nasty or anything because we do tell her to clean up after herself often, but we believe at 10 she should know to pick up trash or dropped cups and forks by herself instead of waiting for us to tell her.We tried limiting her tv to only between 6 to 9 (9 is bedtime) but she just waited until it was 6 then got on it instead of doing anything productive. So we made it where she only gets a movie to fall asleep to because she won't sleep without one.After that she just waited for bed time to watch the tv. Still no picking up after herself or getting what she needs done.I'm not sure what to do short of taking the tv away all together. Is that my only option?
