How to address culture of bullying at middle school?

Last night a neighbor of ours in 8th grade took his life, and our understanding is that it was related to bullying in our local middle school. So many of my kid’s friends have had major problems in the school with bullies, and despite a lot of tough talk from the school, the school has repeatedly failed to handle each instance in a helpful way. The administration has dismissed each concern in the several instances that I am aware of. Have any communities had success in dealing with this issue in the schools? What can we do as parents?
