At a loss over 10yo son

A bit of background. His mother died from an overdose when he was an infant and his grandfather raised him until he was 6. His grandfather died of a heart attack and he spent the next two years in foster care. We suspect that he was molested during that time. I ended up adopting him as a single dad (I am NOT his bio dad). He is largely functional and an average funny, affectionate, quirky kid. He doesn't have any special needs and is sporty.​Lately, his behavior has been questionable. Basically, he has been fooling around with other kids. Rather, he's been letting them touch and fondle him. It started with catching him jacking off in the living room under the covers. Then I found out that he gave oral sex to a 13yo boy and jerked off a couple of 12yo boys. He's been to counseling and the counselors are absolutely useless. They have no idea what they are doing. One actually suggested yoga and they turn his problems into political/social issues. I know when I was around his age, I was curious and maybe the things that I did (looking at Playboys with my friends) were just as bad then as what my son is doing now. I don't know.
