So can O the Owl fly or not?

Just watched an episode with my little girl where O and Katarina were wearing fake wings. Can O the Owl fly already? Why would they have him put on fake wings? Come on PBS, would it kill you to be consistent? via /r/Parenting https://ift.tt/2Js0cEf
