7yo Daughter reads at 1st percentile. Can anyone recommend reading software or other self study for reading?

I know reading with her is the optimal solution. The other parent is not motivated to read with her. I have her and my 9 and 10 year old part time. The best I can do is two brief reading sessions a week.I have computers for the kids. The older two work on Khan Academy math.Is there something the 7yo can work on for reading?
