How do you handle budget for your kids to get presents for others?

I've seen lots of discussion about buying presents for the kids here, but this is the first year my girl is old enough to actually meaningfully pick out gifts for others and I was curious how others handle it.Do you let them buy presents for anyone they like? Do you set a budget that any gifts they want to buy for others have to fit within? Do you count donations as part of that pool or separate?
