At what age should you address your child talking AT people?


So our 8 year old is a little chatterbox, which I know is absolutely normal! But I'm intrigued as to when people would say that your children perhaps need to be gently pointed away from talking AT people, before it starts to hinder their social interactions, and before they just come across as totally annoying to their peers? There seems to be a lot of people in my workplace who literally will just talk at someone, they can have a half hour conversation without the other person saying a word, and those people are generally avoided like the plague, not a future anyone wants for their children I'm sure!
