I need advice, my kid is 7 yo and he still struggles to read and refuses (gets angry) when he tries to sound stuff out.

My kid is falling behind in school because he struggles to read and the school isolates him from his peers because he throws fits in class when told to do his work. I feel as though the school system is failing him and so am I as a parent for letting him get so far behind.​What are some good learning games I can buy and do with him during the day? Summer is around the corner and I want to help him get caught up for next school year, they are saying he will have to repeat 1st grade because he has fallen so far behind.
