Is it really offensive? daughter prefers to be topless

Hello. My first post so I hope I'm doing this right. My 8 and 10 year old daughters prefer to wear only their bikini bottoms when we are at the local beach. Yesterday an older woman told me that my daughters should cover up as 'some people' might find it offensive. Seriously? At what age should I be ensuring my daughters cover up?
