end of school party invite list

Co hosting end of year party for 1st graders with a friend at a neighborhood pool (rented out for the party). We have different opinions on who to invite. I think either it has to be entire class (30 kids) or purposely small enough (<1/3 of class?) that it doesn't feel like we're targeting to keep certain kids away from the party. She feels like its ok to only invite a majority because there are a handful who have some behavior problems (rowdier than we like/ not well disciplined) and she doesn't want them wreaking havoc at the party. I totally agree to not want havoc, but not at the expense of hurt feelings (parents or kids - small private school that has a reputation of having an "in crowd".) (We'd require a responsible adult be present b/c there won't be a lifeguard.)
