My son is soft spoken and even though I can't hear him, he doesn't want to speak up

My son is pretty quiet--he doesn't talk that much and when he does he always talks very quietly. I always have to ask him to repeat things, but most of the time he just refuses to repeat it. He keeps telling me that his girlfriend and friends can hear him so he doesn't understand why I can't. He tells me he feels like he's shouting every time he talks to me.
