Am I doing it right?

I am trying to dress my 5 month old baby girl right according to the weather outside. And I consider temperature 20C is fine for not wearing socks. But my mother-in-law always says that it is cold and tries to add more clothing layers. Sometimes I have some doubts, that maybe she is right (after all she used to raise two sons).
