How to motivate a 10 year old to do his school work?

Hey everyone . I am his brother who is 10 years elder to him. We live with our mother. Where dad is currently working in another country. The problem is this ,My brother who is 10 year old is doing poorly with his school work. Currently he is in 2nd term and in 1st term he did very well. But from the 2nd term begining he is not doing things properly. Like he doesin't copy the notes anymore and doesin't want to do the school projects or HW.He watches a lot of TV and plays games in the phone. All of them cartoon channels and games which are suitable for kids. Sometimes he watches cartoon network half a day.Well I thought this is cause of the problem and since he have term exams next week. I blocked all the channels , deleted all the games and told him to complete his work and after next week's for exams if he get good grades I will give him new games (trying to motivate)Sometimes mom takes his friend and tells how they do their work and get good grades. But I tell don't , it will not make a positive effect. Mom tried to scolding him to get the work done , I tried to motivate him telling I will give him things but nothing working.
