Teenager can't retract foreskin. Getting differing opinions from doctors and don't know what to do.

My son is uncircumcised. We live in Alabama and most doctors here aren't familiar with uncircumcised wieners. My son still can't retract and his pediatrician recommended a circumcision. I read online and saw that some people still can't retract until puberty and went to get a second opinion from a urologist. He said that a circumcision wasn't necessary and told us that it will retract on its own during puberty. We went to get one more opinion to be be sure and the next urologist recommended circumcision.I don't know what to do. My son isn't in any pain. He still hasn't started puberty yet and now I am questioning if that's normal. I hate living somewhere where doctors are so uneducated about foreskin.
