Calling 911/ CPS on neighbors

I wasn't sure where to put this, since it's not about my kids.So my upstairs neighbors are absolute pieces of shit. They have 3 kids. Every morning, literally EVERY SINGLE MORNING, I hear the mother legit screaming obscenities at one of the girls (I think around 6yo). It's the usual stuff parents talk about with kids but it is ALWAYS screamed and peppered with obscenities. "Get the fuck in here I need to do your hair. STOP THAT, knock it the fuck off, I SAID GET THE FUCK OVER HERE!" Kid cries pretty frequently, but honestly I don't know if it's just an immediate reaction since she knows the yelling is coming.Don't know if there's physical abuse, never seen/ heard evidence. But the yelling is frequent, consistent, and horribly abusive. To the point it's woken up both my SO and SD4 in the wee hours of the morning.SO and I have both called 911. Called CPS. Called the landlord. Nobody seems interested in doing much. I'm pissed and I absolutely hate hearing this mound of shit constantly yelling at her little kid.Edited to add some more background: As far as I know "dad" (or her SO) is present. Of the 3 I know that they're not all his, if any.If you're wondering why I haven't beat down their door it's because if I hear it or SO wakes me up, it's over by the time I head to my door.
