Is it socially acceptable to push leash on 2 year old?

We have a hyper one on our hands who literally cannot stand still ever if we let go of his hand. Before you judge, we have tried correcting the behavior and communicating to him that he needs to stand still when we let go of his hand. At the moment it's not getting through to him. So for a short-term band aid for when we go to areas where he could get hurt if he runs away, is a leash socially acceptable or is it something that will elicit looks of horror from others? via /r/Parenting http://ift.tt/2gSNB1b
