4yo being mean to 1yo brother


My almost-4yo boy is (very) frequently mean to my 16mo (who is still crawling). For example:Blocks him moving (ex pulls clothing to prevent him crawling away)Takes away what he's playing withFall on him annoyingly / on purposeEtc x 100099% of the behaviors aren't hurting, but they are aggressive and annoying.How should we deal with this? We have been consistent in telling him that, no, he is not allowed to pull on his brother (or whatever it is). We have also been consistent in taking away (ex hard) toys, but only if he was doing something that could hurt, not if he was just being annoying. Still, the behavior persists. We feel like we have to be continuously watching or else he'll do something bad.Some notes:4yo seems to love his brother. He wants to play with him and wants to be around him. Sometimes it's good, but usually it ends up bad quickly.Baby is obsessed with his brother. If they are both on the floor, baby will come to him and always want what he has or want to play with him.They have enough separate time too. It's not a lack of time for their own things.They get plenty of personal attention. It's not a lack of person attention from parents.Please help. via /r/Parenting http://ift.tt/2cwsSua
